Welcome Scouts and Scouters to Franklin Island Rendezvous:

We have a great weekend planned at the Franklin Island Rendezvous (FIR) with lots of outdoor activity and a smashing Saturday evening program.  To insure your enjoyment of this GRC event the FIR staff would like to pass on the following information.

Safety - Our FIR site is open to the public and fronts the mighty Missouri River.  We will have a security team on site to monitor camping and parking areas.  We want Scouts and Scouters to enjoy the river but we caution patrols to look at the river, smell it, throw in a rock, but stay away from the river if not accompanied by an adult.  The river is off limits after dark.  We want a safe and accident free FIR.  We expect non-Scouters to be using the river access and parking area throughout the day and night of the weekend.  We expect Scouting courtesy be extended to all.

Consider this a PRIMITIVE camp experience.  FIR will provide water, latrines, and the fun experience.  You bring the enthusiasm and all the camp material you can pack in a short distance (a limited number of carts will be available).  We encourage all to come early on Friday afternoon to unload and set up.  Staff will be on hand noon Friday.  Class A uniforms are required for Saturday evening activities.  All troops are encouraged to bring and display the National Colors and unit flags.

An Adult Leader cracker barrel is scheduled for Friday night 10 pm at FIR HQ.  A Scoutmasters conference will be held at that time for an update on events.  Another SM conference is scheduled for 9 am Saturday.  We encourage one representative from each troop to attend.

Remember FIR is a BSA event therefore no smoking and no alcohol.  Leaders are reminded about the two deep leadership rule and leave no trace camping.  Only cook stoves and portable, aboveground fireplaces permitted.  PARKING will be very tight.  Staff encourages leaders to come early and be understanding as we position over 100 cars in very confined spaces.

For those in need of last minute items Snoddys Store, on Highway 5 next to the Missouri River Bridge, has volunteered to act as Camp Quartermaster.  Remember to say you are with FIR and your tax-free purchase will be handled quickly.

Directions:  Depending on your approach the target area is the City of Boonville.  From points east take the Midway exit off I-70 and Highway 40 (approx 20 miles) to FIR.  From points west take any Boonville exit through the city across the Missouri River Bridge (Hwy 5) at Boonville and go east on Highway 40 to FIR.

WELCOME:

We are excited about the great programs and events we have planned for the Cupbord Creek Encampment and Franklin Island Rendezvous. A lot of work has gone into planning these outings and numerous Scouts and Scouters from around the Great Rivers Council have been involved for almost two and a half years planning this quadrennial council-wide camporee. Many organizations have made special contributions to the council for these events, including the Missouri National Guard, Osage Canoe, Missouri Pork Producers, Missouri Departments of Agriculture, Natural Resources, Conservation, and Higher Education. When you see a member of the Missouri National Guard at the outings or a member of one of the other organizations at Encampment or Rendezvous, please thank them for all they have done to make this a special council-wide event. We hope you, your Scouts, and other Scouters are excited about these upcoming events as we are.

While we are looking forward to seeing you at the Cupbord Creek Encampment and the Franklin Island Rendezvous, we expect every registrant to always act according to the Boy Scout Oath and Law.Doing otherwise will not only spoil the event for the individual, but could spoil the event for others as well.

Every effort has been made to make the Cupbord Creek Encampment and Franklin Island Rendezvous an experience Scouts and Scouters will always remember as a highlight of their Scouting career. The programs, activities, and events we have planned are meant to be fun and historical.Because some events may have limited capacities, e.g., challenge course and barge ride on the Missouri River, you may be given a limited number of passes to these events, proportionately distributed to units based on the number of unit registrants of total registrants. You will need to distribute these passes among your registrants based on whatever distribution system you choose, e.g., oldest, most advanced, election, lottery.

The camping area will be as safe and secure as we can make it.Being on the Missouri River , however, does present some danger. While the river banks will be patrolled, it will require everyones cooperation to ensure that no Scout is put in danger along the river bank.Any Scout or Scouter found along the river bank or other off-limit area of the Ike Skelton Training Site Missouri National Guard Headquarters will be immediately expelled from the event and an adult leader directed to take the Scout home. This rule will be strictly enforced from Friday morning through Sunday afternoon. Only authorized event staff will be allowed near the river front during this time.

PREPARATION:

  1. It is suggested Scouts acquaint themselves with the Lewis and Clark Expedition on the Missouri River in 1804.

  3. Be prepared to be self-sufficient from arrival through departure since no vehicle traffic will be allowed between Friday check-in and Sunday departure by unit vehicles. It is reiterated that NO vehicles (other than one equipment trailer per unit) will be allowed in the camping area.
  4. A unit with prearranged special transportation needs will be assigned an appropriate campsite.
  5. Bring the usual overnight camping equipment for the two nights.
  6. NOTE:Because the Army Corps of Engineers has a limited number of personal flotation devices, you are encouraged to bring Coast Guard approved personal flotation vests for your registrants so they can ride the Army Corps of Engineers barge on the Missouri River between the Ike Skelton Training Center and Clark s Hill.

  1. There will be a multitude of program opportunities Friday evening and all day Saturday and Saturday evening. It is suggested, therefore, that you plan simple but adequate menus that require a minimum amount of time for preparation and cleanup.

  3. The Guide to Safe Scouting should be followed for cooking methods and food handling.
  4. Ice will be available on for sale on site.
  5. The Saturday evening camp-wide feed will be provided for the registered and properly identified Scouts and Scouters and invited guests.

SAFETY AND SECURITY:

  1. The Guide to Safe Scouting is the primary reference for issues of safety.
  2. This is of paramount importance!Everyone, Scouts, Scouters, and event staff share in the responsibility of making these safe and secure outings sponsored by the Great Rivers Council of Boy Scouts of America.
  3. Proper and correct registration is the first step to accomplish a safe and fun Boy Scout event.
  4. The camping area and unit vehicle parking area will only be accessible by properly identified registrants.NO visitors will be allowed in these areas.
  5. Military Police and law enforcement personnel will control access to these areas.
